    The developer of the proposed expansion of the Gateway at Grings Hill and any tenants on the site would pay all of their property taxes under a proposal called tax increment financing. But the Gov. Mifflin School District, Cumru Township and Berks County then would use some of that revenue to pay back the developer's loan for bridge work that's necessary for the expansion. The arrangement was mischaracterized as a tax break in Tuesday's Reading Eagle.
